I have two iPads, both now running iOS 15.7. No update to iOS 16 is offered.
Is that true for you also?

iPadOS 16 should come later this year, probably alongside macOS Ventura. I would suggest that this is because iPadOS is morphing from being like iOS closer to macOS with common features on the horizon.

Also, for being more precise about the name/designation of the OS. I've not gotten used to calling the iPad's version "iPadOS".
The time for that seems to have come.

It still feels odd to me but I'm well used to it now. I guess people still don't like the name change to macOS after OSX for so long, and that was OS-ex or OS-ten depending on who I talked to.

One thing that ticks me off with 16 is that when I ask Siri to turn <room> light on or off, it gets done, but a bit after the event, the HomePod Siri tells me that the request is taking a while. Silly Siri. I hope she* gets it together in the next iOS release, just like the old system was.
* Obviously Siri is merely an AI (and not a very good one at that) but I use the British female voice, so it is a 'she' to me.
