?dl=0 takes you to the website doesn't it? In which case the format is NOT correct to be read as an image, you would expect it would give an error message if you try to post it using image tags. I think it would never work using image tags. You'd always get an error message. If you post it as a plain url, or you enclose it in url tags for the forum, then it will work - but it will go to the website.
For most other applications ?dl=1 means download the item only. If you paste that link in a webpage alone, it will certainly just download it. It will not render as an image. In this forum it may well be reinterpreted as being an item to render, and it would certainly mean less editing just changing the 0 to 1, but in most cases it will just download whatever it is you pointed to. At least that's how I understand it, but I claim no special knowledge about this, I just read what Dropbox said and that's how I interpret it.
In the end, if you use ?dl=1 and it works - then why worry? even if it's the wrong code?
And it doesn't matter where you put your images in Dropbox now, the Public folder has no relevance to this issue since they disabled it. It's just another folder which happens to have that name.
